Electricity and Water Bills in Pattaya: Renter Checklist

Check Pattaya electricity and water bills against the meter, provider tariff, lease formula and Thailand's current rental-contract rules before paying.

A quoted “electricity rate” is not enough to price a Pattaya rental. First identify who receives the provider bill, which meter measures your unit, which tariff class applies and how the lease turns that bill into the amount charged to you.

The same applies to water. A direct PWA household account, a condominium master meter and a landlord’s room submeter are different billing chains. Comparing them as if they were one flat government price creates false certainty.

Rates checked 29 August 2026. PEA has published a new residential base-tariff structure for bills from September 2026. The ERC lists the Ft adjustment at 16.23 satang per kWh for both May–August and September–December 2026. Recheck the live tariff pages for the bill period you are auditing; do not back-apply a new schedule to an older bill.

Start by identifying the billing model

Ask the landlord or agent which of these describes the exact unit:

Do not infer the model from the word condominium or apartment. A condo unit can have a direct electricity meter while water is allocated by the juristic person. Another building can buy both utilities through master accounts. The contract and actual invoices decide.

Before paying a deposit, record:

  • provider and account holder;
  • account or contract account number, with private digits redacted on any shared copy;
  • meter type, serial number and physical location;
  • opening reading and dated photograph;
  • billing period and reading dates;
  • provider customer or tariff category;
  • base or volumetric charge, Ft, service charge and VAT;
  • any shared-area, loss, administration or minimum charge; and
  • the correction and dispute route.

“Government rate” is not a calculation. Ask for the formula and a recent anonymised bill from the same account.

Read the electricity bill in layers

PEA says the electricity amount it collects has three parts:

  1. the base electricity tariff;
  2. the variable Ft adjustment; and
  3. VAT.

The base tariff can also include a monthly service charge and can depend on customer class, meter and consumption. Ft is reviewed for four-month periods. That is why multiplying room usage by one number copied from social media does not reliably reproduce a provider bill.

Residential base rates from September 2026

The new PEA schedule applies to bills from September 2026. These are base-energy and monthly-service figures; Ft and VAT are additional.

PEA’s classification notes matter. A small 5-amp, 220-volt, single-phase residential meter starts in class 1.1.1; repeated consumption above or below 150 kWh can move it between 1.1.1 and 1.1.2, and a larger meter is assigned to 1.1.2. A building master account may instead be billed as a business or residential-rental customer, so the household table is not proof of that building’s cost.

For May–August and September–December 2026, the ERC’s published Ft is 16.23 satang, or 0.1623 THB, per kWh. The number is period-specific. Save the Ft notice with the invoice you are checking.

Reconstruct a direct electricity bill

Use the reading dates on the provider invoice:

metered usage = current reading − previous reading

Then apply the tariff bands for that account and period, add the applicable service charge and Ft, and only then account for VAT. Compare the result to the PEA invoice—not directly to a landlord’s rounded baht-per-unit quote.

For a room submeter, preserve the same arithmetic but ask the building to show how its provider invoice is allocated. The room reading alone cannot explain shared-area energy, transformer loss, demand charges or a different master-account class. Those items must not appear as an unexplained premium.

Read the water bill separately

PWA’s current tariff page places Pattaya in its private-investment-area table. For a direct category-1 residential account, the published volumetric bands are:

PWA says a category-1 account that exceeds 50 cubic metres in a month moves to the category-2 rate from cubic metre 51. Its customer guide also explains that a provider bill contains the water charge, a general monthly service charge based on meter size and VAT. The guide lists 30 THB for a half-inch meter and 50 THB for a three-quarter-inch meter.

Those figures still do not establish a room’s submeter price. PWA’s 2026 classification specifically recognises private group residences—such as flats, condominiums and apartments—where one PWA master meter supplies several households. Ask which PWA customer class is on the master invoice and how the building allocates every component.

If water usage jumps, photograph the meter with every tap closed, check toilets and concealed leaks, compare reading dates and ask whether the building estimated a reading. A leak diagnosis and a billing dispute are separate tasks; preserve evidence for both.

Know when the controlled-contract rule matters

Thailand’s 2025 controlled-contract announcement applies to a residential-rental business that contracts with a natural-person tenant and offers at least three rental units, whether those units are in one building or several. It covers short and long residential leases, including rentals offered through electronic channels. The definition excludes dormitories governed by the Dormitory Act and hotels governed by hotel law.

For a covered business, the announcement prohibits a contract term allowing it to set electricity or water charges above the rate the utility providers charge the business. OCPB’s current enforcement guidance also says the calculation method must be clear.

The threshold attaches to the operator, not merely the sign on the building. A private person renting one condo may sit outside this particular controlled-contract regime; an operator renting three condo units may be inside it. A condominium juristic person’s common charges and a unit owner’s lease are also different relationships. Identify the contracting party, total rental operation, provider account and charge before reaching a legal conclusion.

Put this utility schedule in the lease

Audit the first bill before patterns disappear

On move-in day:

  1. photograph both meters and serial numbers;
  2. obtain the previous provider or building invoice;
  3. confirm the first reading date and partial-month method;
  4. keep air-conditioning settings reasonably consistent for a measured trial period; and
  5. save the lease schedule beside the bill.

When the first bill arrives, match the period, readings, units, tariff class, Ft period, service charge, tax and every building-added line. Raise any mismatch in writing while the meter photograph and staff records are still available.

For budgeting, use the exact unit’s bills or a measured trial stay. Air-conditioner size, efficiency, sun exposure, thermostat, occupancy and season can move electricity use substantially. A stranger’s “normal Pattaya utility bill” is not evidence for your home. Add your verified result to the monthly budget guide and keep deposits or disputed amounts separate from ordinary monthly spending.

Escalate with an evidence pack

Start with a written request to the party that issued the charge. Include:

  • lease and utility schedule;
  • provider invoice or requested copy;
  • opening and closing meter photographs;
  • meter serial number;
  • your calculation, line by line;
  • receipts and payment dates; and
  • the correction requested.

For a direct electricity account, PEA lists 1129, live chat and bill-history services. For a direct water account, PWA lists 1662, live chat and complaint tracking. If an electricity-provider complaint remains unresolved, the ERC lists 1204. For a landlord or rental-business consumer dispute, OCPB provides its online complaint system and 1166.

Do not simply stop paying a disputed bill without understanding the contract and consequences. Ask for the uncontested and disputed amounts to be identified, keep proof of every communication and obtain Thai legal help when disconnection, eviction, deposit loss or a material sum is at risk.

The bottom line

The useful question is not “what is the Pattaya electricity rate?” It is “which provider account, meter, tariff period and contract formula produced this charge?”

Verify that chain before paying a deposit, photograph the meters at both handovers and retain the underlying invoices. That turns utilities from an opaque monthly surprise into a bill you can reproduce, question and budget.
