Eligible US military retirees can use TRICARE in Thailand, but the plan, payer order and claims workflow are different from care in the United States. For most retirees, the starting options are TRICARE Select Overseas or TRICARE For Life. Retirees cannot enrol in TRICARE Prime Overseas.
The operational reality in Pattaya is equally important: verify the provider, expect that you may have to pay first, and keep the itemized clinical and payment records needed for reimbursement.

Choose the correct retiree route

TRICARE’s retiree-moving-overseas answer says to update the foreign address in the Defense Enrollment Eligibility Reporting System (DEERS). Moving is a Qualifying Life Event, but that label does not enrol someone automatically. Confirm the plan election, fees where applicable and the coverage start date.
Do not infer one spouse’s coverage from the sponsor’s. TRICARE For Life coverage is individual; every beneficiary must satisfy the applicable Medicare and TRICARE requirements.
TRICARE Select Overseas in Thailand
TRICARE Select Overseas is available to eligible retired service members and family members. TRICARE says enrolment is required and the beneficiary must appear as eligible in DEERS.
The plan allows appointments with a TRICARE-authorized overseas provider. Referrals are not required in most situations, but some services require pre-authorisation. “Any hospital” and “any licensed doctor” are not the same as TRICARE-authorized.
Before planned care, ask International SOS to confirm:
- the person’s eligibility and current plan;
- the provider’s TRICARE-authorized status;
- whether the service is covered;
- whether authorisation is required;
- network, participating or nonparticipating status;
- the likely cost-share and deductible treatment; and
- whether the provider files or the beneficiary files.
TRICARE tells Select Overseas beneficiaries to expect to pay up front and file their own claims. A hospital logo in a directory does not guarantee cashless care for your plan or service.
TRICARE For Life in Thailand
TRICARE For Life is available to a TRICARE-eligible person with Medicare Part A and Part B. Outside the United States and US territories, Medicare generally does not pay, so TRICARE is the primary payer for covered care.
The beneficiary is still responsible for the applicable TRICARE annual deductible and cost shares. If the provider charges more than the TRICARE-allowable amount under the relevant arrangement, additional exposure may exist. Get a written estimate for expensive planned care and ask how the allowable amount will be determined.
Part B must remain active
TRICARE explicitly states that a beneficiary living overseas must keep Medicare Part B to remain eligible for TRICARE, even though Medicare generally does not cover care in Thailand.
This is a critical exception to the ordinary “Part B has little direct Thailand value” calculation. A TFL beneficiary should not cancel Part B without first resolving the loss of TRICARE eligibility and the Medicare re-enrolment consequences.

What changes during a US visit
When an overseas-resident TFL beneficiary receives covered care in the United States or a US territory, Medicare generally pays first and TRICARE follows for services covered by both. Show the Medicare card and Uniformed Services ID card and use a Medicare-participating provider where practical.
Do not carry the Thailand payer order into a US claim. Record the place of service because it determines which programme pays first.
Use a verified Pattaya provider
For every planned hospital, clinic, laboratory, therapist or equipment supplier, verify both sides:
- Thailand: the facility and professional are legally licensed for the service.
- TRICARE: the provider is authorized and the service fits the benefit and authorisation rules.
Ask the Pattaya provider:
- Have you handled this exact TRICARE overseas plan before?
- Will you obtain or accept authorisation?
- Do you require a deposit or full payment?
- Will you file, or provide everything needed for a member-filed claim?
- Can you issue an English diagnosis and itemized bill?
- Who responds if the claims processor requests clarification?

Build a claim that can be processed
For care where the member files, keep more than a payment slip. TRICARE’s TFL travel guidance specifically calls for an itemized bill and proof of payment.
A practical medical claim file includes:
- beneficiary and sponsor identifiers required by the form;
- provider’s legal name, address and contact information;
- diagnosis or explanation of the condition;
- date and place of service;
- every service and charge itemized in Thai baht;
- referral or pre-authorisation where required;
- receipt or other proof that the bill was paid;
- other health-insurance explanation of benefits, if applicable;
- completed current claim form; and
- secure-portal submission confirmation.
File promptly through the current TRICARE Overseas secure claims route. A long formal deadline is not a reason to wait; missing provider details and translations are easier to correct soon after treatment.
Reconcile the result
When the explanation of benefits arrives, compare:
- billed amount;
- allowable amount;
- deductible;
- cost share;
- other-insurance payment;
- TRICARE payment; and
- any balance the provider still requests.
Ask the claims processor about a denial or unexplained difference before paying a disputed second balance.
Prescriptions in Thailand
TRICARE’s current pharmacy guidance provides an overseas claim route, but a Thai retail pharmacy is generally outside the US retail network. Expect to pay first and submit a claim for a covered medicine.
The pharmacy claim should preserve:
- medicine name and strength;
- date filled and quantity;
- pharmacy name, address and telephone number;
- amount paid and proof of payment;
- prescriber details;
- prescription number and days supplied where required; and
- other health-insurance payment, if any.
Coverage is not the only control. The medicine must also be lawful to bring into or obtain in Thailand, clinically suitable and correctly identified by active ingredient and formulation. Use the Thailand medication guide for Thai FDA and pharmacy checks.
Do not assume a US home-delivery service can ship to an ordinary Pattaya address. TRICARE’s overseas pharmacy options and shipping restrictions depend on the address, medicine and programme; confirm the current route before the existing supply runs low.
TRICARE and VA FMP are separate
TRICARE and the VA Foreign Medical Program have different eligibility and coverage tests:

The pre-move TRICARE checklist
Before departure
- Update the planned Thailand address and household records in DEERS.
- Confirm each beneficiary’s plan and effective date.
- Keep Part B active for every TFL beneficiary.
- Register for the secure overseas portal and test account recovery.
- Identify authorized providers for recurring conditions.
- Obtain ongoing prescriptions, records and authorisations.
- Keep a reserve for deposits and member-filed claims.
- Add unrelated and excluded care to the insurance or self-funding plan.
After arrival
- Confirm the actual Thai address in DEERS.
- Ask International SOS to verify provider and authorisation status before planned care.
- Keep itemized bills and proof of payment from every visit.
- Track deductibles, cost shares and claims separately by beneficiary.
- Recheck the plan before a US visit, a move, Medicare eligibility or annual enrolment event.
The bottom line
TRICARE can provide meaningful healthcare coverage for eligible military retirees in Thailand. The correct route is usually Select Overseas before Medicare eligibility and TRICARE For Life after Part A and Part B requirements are met.
Coverage works only when DEERS and enrolment are current, the provider is TRICARE-authorized, required approvals are obtained and the claim is documented. Plan for upfront payment, keep Medicare Part B active for TFL, and maintain a separate answer for excluded care and emergencies while reimbursement is pending.

Will a Pattaya hospital bill TRICARE directly?
Do not assume so. TRICARE Select Overseas tells beneficiaries to expect upfront payment and their own claim. Some provider arrangements differ, so check the exact hospital and International SOS before planned care and keep enough accessible money for a deposit or full bill.
Can I claim for prescriptions bought in Thailand?
TRICARE has an overseas pharmacy-claim route for covered medicines bought from an overseas pharmacy. You may need to pay first and submit the prescription, itemized pharmacy details and proof of payment to the overseas claims processor. Coverage, deductibles and cost shares still apply.
